The Philippine Stock Exchange, Inc. (PSE) hosted the Capital Markets Policy Dialogue organized by the UK Foreign, Commonwealth and Development Office (FCDO) and MOBILIST on Wednesday, October 23, 2024.

“We are grateful to the UK FCDO and MOBILIST for putting together this forum and bringing together various capital market stakeholders who presented and discussed updates on their respective initiatives to develop and strengthen the industry, with the end in view of attracting more listings and investments in the stock market,” said PSE President and CEO Ramon S. Monzon.

Her Excellency Laure Beaufils, British Ambassador to the Philippines, delivered the opening message while Special Advisor to the Philippines for Investment and Economic Affairs Secretary Frederick D. Go gave the keynote message. Secretary Go also discussed the reforms of government for Philippine capital market development. PSE President and CEO Ramon S. Monzon for his part discussed initiatives of the Exchange as well as updates on the stock market. Albay 2nd District Representative Joey S. Salceda talked about House Bill 9227 or the Capital Markets Efficiency Promotion Act in his recorded message while his office’s policy chief, Christian Dy, tackled in detail the legislative reforms for the Philippine capital market.

Initiatives to deepen the capital market were raised in the panel discussion with Mr. Monzon, Mr. Dy, and Securities and Exchange Commission (SEC) Director for Markets and Securities Regulation Department Oliver O. Leonardo. The panel was moderated by HSBC Philippines President and CEO Sandeep Uppal.

The dialogue also trained the spotlight on sustainability with Maharlika Investment Corporation (MIC) President and CEO Rafael Jose Consing, Jr. presenting the clean energy investment focus of Maharlika Investment Fund. UK FCDO MOBILIST Program Lead Ross Ferguson, meantime, explained what MOBILIST is about and how the program supports climate transition and sustainability-themed maiden offerings through financial investments, technical assistance, among others.

PSE inked a partnership agreement with MOBILIST in July 2023. In June 2024, the first MOBILIST-supported IPO issuance, Citicore Renewables Energy Corporation (CREC), debuted on the stock market.

“I have a special interest in PSE’s partnership with MOBILIST because its program perfectly addresses two major initiatives of the Exchange:  to get more companies to list in the market and to have more sustainability-oriented companies comprise the listed companies at PSE,” Mr. Monzon added.

UK FCDO Climate and Economic Counsellor Lloyd Cameron moderated a discussion on Accelerating Clean Energy Transition through Capital Markets with Mr. Consing, MOBILIST Global Adviser for Investment Louis LaPaz, Palladium Capital Advisory Associate Natalie Kwong, AC Energy Corporation (ACEN) President and CEO John Eric T. Francia, and CREC President and CEO Oliver Y. Tan as panelists.

SEC Director Leonardo delivered the closing remarks.

The dialogue was attended by representatives from publicly listed companies, trading participants, investment houses, and other capital market stakeholders.
